Club Rules

Appertaining to All Rallies & Events

(revised April 2009)

Conduct

1. Rally Officers are responsible for the conduct of their events and for ensuring that those attending comply with these Rules.

2. Rally Officers must ensure that all members attending are aware of ‘The Caravan Code’’ ’The Country Code’ and ‘The Seashore Code’ (if appropriate).

The Venue

3. The Club and its Rally Officers will take reasonable steps to satisfy themselves that the site to be used is not subject to a relevant order under paragraph 13 of the First Schedule to the

1960 Act (for caravans), or an Article 4 direction under Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 ( for caravans and camping), and that it is not one where planning permission has been refused or where enforcement action has been taken.

4. The Club will consult the local authority before meeting on land adjacent to sites for which planning permission has been granted (i.e. next to permanent or commercial sites).

5. The Club will agree to move from and avoid any site to which the local authority objects.

6. The Club will not meet on sites adjacent to certified locations/ sites unless the proposed site is clearly differentiated and the risk of interference with local people and other users is minimal.

7. The Club/Rally Officers will take reasonable steps to ensure that the siting of units does not unduly interfere with the activities of local people, their privacy or their enjoyment of their property. They will also ensure that the siting of units does not interfere with the enjoyment by others of the landscape, natural beauty or nature conservation value of the area, particularly in areas designated for their landscape or wildlife qualities.

8. The Club will undertake not to over-use any venue and will consider carefully before holding successive meetings on the same land.

Nuisance

9. Local people should be able to carry on their normal activities when rallies are in progress. The Club & Rally Officers will take reasonable steps to minimise disturbance and will investigate and deal with the causes of any complaints made.

10. Care should be taken not to damage the site or the surrounding locality. Trees, fences, buildings, equipment and stock should be respected.

11. During wet weather conditions members must avoid unnecessary use of their vehicles in order to prevent damage to the site and the entrances. Vehicle movements in such conditions are at the discretion of the Rally Officers.

12 .Domestic animals belonging to members of the organisation, and their guests will be kept under close control and on a lead AT ALL TIMES. The lead must not exceed 10 feet so that the animal cannot reach another unit or foul other persons’ property.

The animals will not be allowed to run loose on the site or cause disturbance to local people or other animals. They will be exercised away from units and those parts of the site used for communal activities.

Any mess will be cleared up and disposed of appropriately.

13. The Rally Officers will identify open spaces, well clear of the caravans, suitable for the playing of games, including kite flying ball games and swing- ball, which might otherwise intrude upon or constitute a danger or annoyance to others on or around the site.

14. Parents must not allow their children/grandchildren to trespass or cause damage to the hosts’ property or be a nuisance at Club socials.

15. Noise should be kept to a minimum, especially after 11-00pm, for the comfort of others on the site as well as people who live or work nearby. No generators are to be used after this time except at the rally Officers’ discretion.

Road Safety and Access

16. Rally Officers will take steps to ensure that travel from major roads to a proposed site is not likely to cause undue disruption or difficulties for other road users. Access to the site must be suitable for the number and likely size of units attending the meeting. The arrival and departure of units should be arranged to minimise disruption to other road users.

17. The speed of vehicles on site should be restricted to a maximum 5mph. and vehicles may not be driven by learner drivers.

Siting, Spacing and Density

18. For health and safety purposes emergency vehicles must be able to gain access to any unit on the site. As such, units should be well spaced and sited so they do not restrict access to, or exit from, any other unit or the site in general.

19. It is a requirement that caravans be spaced a minimum 7 metres (approx 21 feet) between units in all circumstances and that there is a clear space of at least 3.5 metres (approx 10 feet) between facing walls of adjacent units. For this purpose, a unit includes the caravan, plus any awnings, gazebo or pup-tent and the car or towing vehicle.

20. Where awnings are erected under no circumstances must they link two units together.

21. The car or towing vehicle should be parked on the offside of the unit.

22. Children’s ‘pup-tents’ may be erected alongside the parents’ unit and should be considered as part of the unit for spacing purposes.

23. It is recommended that there is at least 7 metres between any rows of caravans.

24 Density should not exceed 20 units to the acre.

25. The siting of units will be in accordance with the Rally Officers’ directions and all instructions are to be followed.

26. Club Policy does not allow reservation of pitches for other members/friends etc.

Fire Precautions

27. Open fires and barbecues will not be held without the permission of the Rally Officers. Where permission is given for open fires or barbecues, they will be sited on open ground, away from units, vehicles, awnings and any other structures.

28. A fire extinguisher approved to British Standards Institute and/ or Fire Officers Certificate standards will be held on site.

Chemical Toilets and Waste Disposal

29. Club Members should provide their own sanitation facilities at rallies, and should act responsibly when disposing of chemical toilets and waste water taking full account of the need to safeguard water supplies and prevent the pollution of rivers and streams.

30. On-site disposal of chemical toilets and waste water will be in accordance with arrangements agreed with the site owner/ occupier. Neither will be allowed to foul the ground except at designated disposal points. If there is any doubt about the disposal of waste, the Club or, if appropriate, the Rally Officers will contact the relevant Local Authority for advice.

Refuse Disposal

31. Club members should ensure that refuse is either taken home or disposed of in accordance with on-site arrangements. The Rally Officers should be satisfied that appropriate arrangements are in place

Cancellation of Rallies

32. Before taking any action to cancel a rally published in the Rally Book the Rally Officer concerned shall consult the Club Chairman detailing the reasons for the proposed cancellation.

General

33. All pitches must be kept clean and tidy, and before pulling away Members must ensure that the area is as they found it, if not cleaner.

34. Open sale of any goods other than Club merchandise is not permitted.

35. All children of paid up members are Associate Members of the Club.

36. Children aged 16 and over will be charged as adults.

37. Any members wishing to attend a Rally with relatives or friends in the member’s caravan MUST list all names on the reverse of the rally slip when booking in. This will allow Associate Membership to be granted for the duration of the rally.

38. Invitation Rallies may only be held on Crown property, or a Commercial site, or strictly in accordance with the Club’s Paragraph 4 Exemption Certificate. The Paragraph 6 Exemption Certificate does not cover such rallies.

All applications for Invitation Rallies i.e. where non-members are allowed to attend must be submitted for approval by the Committee. No more than TWO invited caravans per member attending will be allowed.

39 Membership of the Club must have been granted in advance of attendance at any event and the membership must be for a period longer than the duration of the rally or event.

40. Only full members of the Club may attend rallies organised under the Club’s exemption certificate.

41. To be entitled to a Rally Plaque a member must at each rally sleep at least one night in a caravan on the rally field.

42. To be entitled to a 3 year plaque a member must have attended at least 5 rallies between each A.G.M. (or 3 rallies between the I.G.M. and the first A.G.M) for a period of 3 years (not necessarily consecutive years).

43. To be entitled to a 5 year plaque a member must have attended at least 5 rallies between each A.G.M. (or 3 rallies between the I.G.M. and the first A.G.M.) for a period of 5 years (not necessarily consecutive years).

44. To be entitled to a 10 year plaque a member must have attended at least 5 rallies between each A.G.M. (or 3 rallies between the I.G.M. and the first A.G.M.) for a period of 10 years (not necessarily consecutive years)

45. To be entitled to a 15 or 20 year plaque a member must have been a member for 15 or 20 continuous years as appropriate.

46 Application for any of these plaques is by completing the appropriate form in the Rally Book.
